Joanna Smolinska

Joanna Smolinska is the Counsellor for Digital and Deputy Head of the European Union Office in San Francisco.

Joanna has worked for nearly 15 years in the European Commission, and was actively involved in the development of the Digital Services Act and Digital Markets Act. 

She spent half of her Commission years in the Directorate‑General for Communications Networks, Content and Technology (DG CNECT), which is responsible for EU policy, research, and investments in digital technology and applications. She has also worked on the liberalization of regulation of professions, financial regulation, and impact assessment analysis. 

Joanna is from Poland and graduated from the Warsaw School of Economics. She holds a master’s degree in Finance from the University of Geneva, Switzerland, and a master’s degree in European Law and Economic Analysis from the College of Europe in Bruges, Belgium. She is currently a Non-resident Fellow with the Transatlantic Leadership Program and the Digital Innovation Initiative at the Center for European Policy Analysis (CEPA) in Washington, D.C.
