Two developments are currently dominating the live music sectors in Europe and in the US. One the one hand, we have giant concerts and festivals with global creative appeal and draw. On the other hand, there are vibrant small scenes and stages for emerging artists. Together they provide most of the talent development, and they are important gathering places with strong impacts on city economies. So how is Europe empowering players on both ends of the spectrum? What is the role of public policy in preserving and supporting local music scenes?  Are there different answers to such questions on both sides of the Atlantic, and if so, what can we learn from each other?
