Creating cooperation and sustainable links with developing countries is an important part of EU policy, and is more important than ever. This principle of true “partnership” spans from culture and climate to research and education, significantly guiding the EU’s global initiatives. Through programs linking to other continents, like Horizon 2020 and Creative Europe, the EU is renewing relationships around the world following post-colonial history. In the music sector, technology and local control of the means of distribution are great challenges, as the African and Latin American markets develop. Who manages the whole thing? How can creativity be bolstered in developing countries, through investment of knowledge and capital? Are there differences in strategy? How can meaningful relations be cultivated with Africa and Latin America, especially in light of the ongoing migration phenomenon in the world today? A dialogue about a changing world, shifting focus and creating new shared narratives.
